President and CEO Message
When I look back at Fiscal Year 2017, I see a year of resolve, determination, stretching and strengthening. It was a year when I experienced the fortitude of everyone in our healthcare system and the cohesion of purpose displayed by them every day both here and in our physician offices. There were challenges to be met, but looking at the strength and character of those around me, I knew (as I always say) that no one was better positioned than us to meet those challenges. Thanks to the contributions and sacrifices of everyone within our healthcare system, we were well positioned in FY 2017 to set sail with the wind at our back.
From the Board of Trustees to the medical staff to hospital and physician office personnel as well as volunteers, much effort was made and sustained on all fronts to continue expanding our services and elevate our programs. It was clear in every meeting and every decision made that there was no letting up on our mission to provide exceptional healthcare services to our community where and when they needed it.

Much discussion was had over availability of care and the steps we might take to improve access. We also wanted to make healthcare convenient for our community. After considerable thought, Milford Regional partnered with our physician practice group, Tri-County Medical Associates (now Milford Regional Physician Group), to open three, new urgent care centers in Hopkinton, Northbridge and Milford. Strategically located to accommodate patients in the 20+ towns we serve, urgent care has provided convenient, expeditious care to patients throughout our service area. I am pleased to report that the response from patients has been overwhelmingly positive.
In a similar regard, our focus on meeting the needs of the community and access coincided with the American Red Cross’s need for blood donation space. Though Milford Regional had provided temporary space for blood donations throughout the years, in 2017, we created permanent space for a Blood Donation Center. Since the Center’s opening, this improved access for donors has significantly increased blood donations here at the Medical Center.
Clinically, continuous effort to maintain and upgrade our diagnostic and surgical equipment as well as system’s technologies was ongoing. Though much of this important oversight and coordination does not generally receive the spotlight, the integrity of our services depends upon it and those responsible for overseeing it are to be commended. A high priority in FY 2017 was the addition of a new eICU program (offered through UMass Memorial) which provides off-hour intensivist support to Milford Regional’s six intensivists through live audio and video feed in the ICU. This highly effective electronic intensivist program ensures critically ill patients have access to intensivist care 24 hours a day, seven days a week. Milford Regional also took center stage in 2017 as the first hospital in our region to offer a new, breakthrough prostate biopsy technology called 3D MRI/Ultrasound Fusion. This advanced, targeted approach to prostate biopsy can better identify and detect otherwise invisible cancers.
From an expanding physician base to growing partnerships to local and national recognitions, Milford Regional became stronger as a regional healthcare system in FY 2017. One significant step taken by our Board of Trustees to better relay the strength of our healthcare system was to create a mutual identity for our physician practice group and hospital. In the fall of 2017, the Board approved changing Tri-County Medical Associates’ name to Milford Regional Physician Group effective January 1, 2018. Because of this unified identity, our healthcare system will be strengthened as “Milford Regional” blankets our service area at the Physician Group’s 35 practice locations. As you will see in this annual report, Milford Regional Physician Group continued excelling in quality measures and patient satisfaction, all while acquiring outstanding physicians for area practices and urgent care. We also welcomed Brigham and Women’s Neurosurgery of Milford through a partnership with Brigham and Women’s Hospital. Their practice, conveniently located in our Hill Health Center, is off to a great start. Two neurosurgeons will be joined by a third in January 2018, to meet the high demand for spine surgery.
Accolades were in abundance at Milford Regional as well in FY 2017 both locally and nationally. Having undergone a rigorous evaluation process that requires compliance with quality standards, several programs were recognized for true excellence in care. Two of our programs received re-accreditation by the American College of Surgeons— The Breast Center and our cancer program. Our clinical laboratory was re-accredited by the Commission on Laboratory Accreditation of the College of American Pathologists, and our Blood Bank was awarded re-accreditation by the American Association of Blood Banks (AABB). Plus, Our cardiac rehabilitation program received certification by the American Association of Cardiovascular and Pulmonary Rehabilitation.
Milford Regional also received hospital-wide recognitions in FY 2017 that affirmed the Medical Center’s ongoing commitment to excellence in patient care. Patient safety, a top priority at Milford Regional, was recognized twice in 2017 with an ‘A’ Health Safety Grade through a semiannual hospital survey conducted by the Leapfrog Group, a national, nonprofit organization dedicated to driving quality and safety in the U.S. healthcare system. In addition, knowing that technology plays an increasingly significant role in the delivery of quality healthcare made our selection as a 2017 Most Wired Hospital all the more meaningful. We were one of only nine hospitals in Massachusetts selected to receive this honor. Our patients, as well, demonstrated their loyalty and support to us, once again, by voting Milford Regional the #1 Regional Favorite Hospital through the Community Newspaper Company’s annual Readers Choice Award. Receiving this regional award by residents in the surrounding communities means everything to us because our reason for being is to serve their healthcare needs. If residents are pleased with the care we provide, then we are fulfilling our mission.
Entering FY 2017, we were prepared as a healthcare system to take on the challenges that lay before us. As I noted in this letter, it was a year that required much of everyone, and it was through everyone’s hard work and determination that we finished the year as a stronger institution both financially and collectively. Working closely together, we set a course and held to it. Our successes this past year were that much sweeter because we achieved them as a team.
Looking forward, I am excited about our prospects in FY 2018. Growing partnerships with prestigious healthcare systems in Boston and Worcester; a burgeoning medical staff and expanded services forecast smooth sailing ahead. I am as enthusiastic today about Milford Regional Healthcare System as I have ever been in my 25-year career here. There are no finer individuals than those associated with this stalwart organization, and they are the reason we remain such a strong regional healthcare system.

Delivering Health in New Ways
Each year throughout our regional healthcare system there is a highly coordinated effort to identify new areas of need, innovate new ways to deliver quality care and procure the resources needed to assure our community has access to the most advanced and conveniently located healthcare. Here are a few examples of exciting new initiatives that have made a difference in the lives of patients this year.
Urgent Care Where You Are

In FY 2017, Milford Regional partnered with Tri-County Medical Associates (now Milford Regional Physician Group) to open three urgent care centers in Hopkinton, Northbridge and Milford. Strategically positioned throughout our service area, patients are now able to receive same-day treatment for non-emergent illness or injury without an appointment. A team of highly qualified physicians and advanced practitioners are available at the three urgent care sites to see patients seven days a week. In addition, Milford Regional laboratory and radiology services are also available at each urgent care center for necessary lab tests and X-rays. This initiative has been designed to make care more accessible where and when our patients need it.

Blood Donation Center Opens

Milford Regional and the American Red Cross celebrated the opening of a new Blood Donation Center at the hospital in 2017. Situated off the new Imaging Center’s waiting room (the previous emergency department location), the dedicated Blood Donation Center allows Milford Regional to run regularly scheduled blood drives to address the need for all blood types in our community.

An Additional Layer of Critical Care Support
Known for combining the best of human expertise and technology, Milford Regional partnered with UMass Memorial Medical Center this year to implement an eICU Program to provide an additional layer of support to critically ill and injured patients at Milford Regional. Milford Regional has six intensivists who provide ICU coverage from 7AM to 7PM every day of the year. Now, at the end of that 12-hour shift, Milford Regional intensivists update the UMass Memorial eICU team on every patient and their approved plan of care. If an emergency arises between 7PM and 7AM, the UMass Memorial eICU team can view the patient in real-time via a video camera that exists in the patient’s room. The eICU team can operate the camera remotely, not only to observe the patient, but also to zoom in on monitors and other equipment, listen to the patient via audio and review lab reports. The eICU system functions similarly to Facetime, not only allowing the intensivists to monitor the patient, but also providing a video link so that Milford Regional ICU nurses can see and discuss treatment with the doctors via video. Staff has reported that the eICU implementation has been very successful building a seamless continuum of care between Milford Regional and UMass Memorial.

Breakthrough Technology in Prostate Cancer
In 2017, Milford Regional was the first in the region to offer two, new breakthrough technologies for detecting prostate cancers that may have been previously missed using standard ultrasound-guided biopsies. This targeted, leading-edge approach to the detection and management of prostate cancer uses multiparametric MRI and 3D MRI/Ultrasound Fusion Biopsy. Historically, finding the exact location of cancer in a prostate gland has been a challenge. Conventional prostate biopsy techniques are referred to as “blind” biopsies, since physicians typically cannot easily view the specific location of any abnormal tissue. Now, using the revolutionary Artemis 3D imaging and navigation system, Milford Regional physicians are able to better identify and more accurately biopsy suspicious prostate cancer areas.

Whether it be UMass Memorial Healthcare, Dana-Farber Cancer Institute, Brigham and Women’s or Boston Children’s Hospital, our expanding partnerships with these renowned healthcare facilities continues to bring world-class care to patients at Milford Regional. We are pleased to share news about our growing staff.
Brigham and Women’s Neurosurgery of Milford
Brigham and Women’s Neurosurgery of Milford was created in 2017, in partnership with Milford Regional, to bring excellence in neurosurgery to Milford Regional patients. Neurosurgeon Timothy R. Smith, MD, PhD, MPH (pictured right) was the first to join Milford Regional’s medical staff in April. Hasan Zaidi, MD, then joined the practice in the fall of 2017. Both fellowship-trained neurosurgeons have stellar backgrounds from prestigious medical schools and have participated in countless research projects and presentations. In January 2018, the neurosurgery group will be complete with the arrival of Omar Arnaout, MD. Patients are already benefitting from the expertise of these Brigham and Women’s neurosurgeons with their practice conveniently located on the second floor of the Hill Health Center.
Milford Regional Welcomes New Physicians

Tri-County Medical Associates (now Milford Regional Physician Group)
Having served the healthcare needs of the community since 1903, Milford Regional formed Tri-County Medical Associates in 1992 as part of our healthcare system to ensure area residents had access to the highest quality primary care. Since then, Tri-County Medical Associates and Milford Regional have worked together to become a strong, vibrant regional healthcare system recognized for excellence on the local, regional and national level. In the fall of 2017, Milford Regional’s Board of Trustees determined that it was time Milford Regional and Tri-County’s names reflect that unity. Looking forward to a united future together as a thriving healthcare system, the Board approved Tri-County’s name change to Milford Regional Physician Group (MRPG) effective January 1, 2018.

Top Honors for Milford Regional Physician Group and Practices
For 20 years, Gatehouse Media/Wicked Local has given the community the opportunity to select their favorite local facilities, services and professionals in the Readers Choice Awards. Milford Regional Physician Group has been pleased to win top honors over the years and 2017 was no different.
Once again, Franklin Pediatric & Adolescent Care received a Readers Choice Gold Award as a regional favorite. Hopkinton Family Practice was awarded a Silver Award and Hopkinton Internal Medicine & Pediatrics received a Bronze Award. An additional 17 physicians and practices were recognized with Readers Choice Awards.
Welcome New Providers
Milford Regional Physician Group welcomed a number of new physicians and advanced practitioners this year to help increase access to quality healthcare throughout the region.
- Susan Mahoney, MD, joined Whitinsville Pediatrics in January.
- Recognizing the tremendous need in our community, MRPG also expanded behavioral health services for adult patients in January with the addition of Kimberly Lovett, MD.
- Jennifer Nohrden, MD, joined MRPG in February, originally working in Urgent Care and then transitioning to Franklin Family Practice.
- Brian Schneider, MD, and Andrew Willment, MD, joined Hopkinton Internal Medicine & Pediatrics. This new practice has grown significantly this year, adding over 2,500 new patients including those of John Pandiscio, MD, upon his retirement.
- The hospitalist program also added a number of new providers including three that are full- time: Brian Ferrara, MD; Ashley Butland, MD, and Morgan Morgante, NP.
- MRPG’s Surgical Assistant program expanded with the addition of Eileen Cronin, PA.
Milford Regional Physician Group Staff New Urgent Care Centers
Milford Regional Physician Group welcomed experienced doctors, advanced practitioners and support staff who made the 2017 opening of the Urgent Care Centers successful.

Urgent Care continues to grow in visit volume, and post-visit surveys have yielded extremely positive results.
Recognizing Quality and Excellence at Milford Regional Physician Group
- National Committee for Quality Assurance (NCQA) Milford Regional Physician Group continues to excel in quality. MRPG regularly monitors its performance on quality measures, which were designed by the National Committee for Quality Assurance (NCQA) as a gauge for clinical performance. The Physician Group’s results on these measures ranks among the highest in the Partners Healthcare network. MRPG physicians and their teams make every effort to ensure that patients get the screenings they need and manage their care in a way that achieves positive health outcomes.
- Patient-Centered Medical Homes Five remaining adult primary care sites were recognized this year by NCQA as Patient Centered Medical Homes (PCMH): Bellingham Medical Associates, Franklin Primary Care, Milford Internal Medicine, Primary Care Physicians and Mendon Internal Medicine. PCMH is the primary care physician’s team caring for patients in a “whole person approach,” proactively managing their care and reminding them about important health screenings. Primary Care offices are evaluated on an extensive set of criteria in order to obtain this certification.
- Harvard Pilgrim Honor Roll MRPG was named to the Harvard Pilgrim Honor Roll in 2017. Harvard Pilgrim selects Honor Roll practices based on their points earned on 15 quality measures across three domains of clinical care affecting both adult and pediatric patients: acute, chronic and preventative care.
- High Marks from MHQP In 2017, MRPG was rated highly by patients in the Massachusetts Health Quality Partners (MHQP) annual patient experience survey. According to the results, 94% of adult patients and 99% of pediatric patients report that they would be willing to recommend their MRPG physician to family and friends, a true testament to the positive experiences they have at MRPG sites.
Building to Meet Patient Needs
Milford Regional Physician Group continues to build new and upgrade existing facilities to make health care access easier and more comfortable for patients throughout the region. In addition to the new Urgent Care facilities, MRPG moved several practices to new and expanded space to create a more pleasing aesthetic for both patients and staff: Hopkinton Internal Medicine & Pediatrics, Urology Associates of Milford and Milford Ear, Nose & Throat Surgery.

Local, regional and national recognition is an added indication that we are on the right path. From recognized excellence in cancer and cardiac care, to accolades for patient safety and the highest level of quality breast care, the team at Milford Regional continues to work to exemplify how world-class care is delivered in a community setting. The Breast Center at Milford Regional Earns National Accreditation

The National Accreditation Program for Breast Centers (NAPBC), a quality program of the American College of Surgeons (ACS), granted three-year accreditation to Milford Regional’s Breast Center in 2017. The accreditation is only given to those centers that have committed to provide the highest level of quality breast care and that undergo a rigorous evaluation process and review of their performance. A breast center must demonstrate compliance with standards established by the NAPBC for treating women who are diagnosed with the full spectrum of breast disease. The standards include proficiency in the areas of center leadership, clinical management, research, community outreach, professional education and quality improvement.
The Breast Center Team includes medical specialists from Milford Regional and Dana-Farber/Brigham and Women’s Cancer Center.
Cancer Program Earns National Accreditation with Commendation

The Commission on Cancer (CoC), a quality program of the American College of Surgeons (ACS) has granted three-year Accreditation with Commendation to the cancer program at Milford Regional. To earn voluntary CoC accreditation, a cancer program must meet or exceed the CoC quality care standards, be evaluated every three years through a survey process and maintain levels of excellence in the delivery of comprehensive patient-centered care. Three-year Accreditation with Commendation is only awarded to a facility that exceeds standard requirements at the time of its triennial survey. As a CoC-accredited cancer center, Milford Regional takes a multidisciplinary approach to treating cancer as a complex group of diseases that requires consultation among surgeons, medical and radiation oncologists, diagnostic radiologists, pathologists and other cancer specialists. This multidisciplinary partnership results in improved patient care.
Laboratory, Blood Bank and Respiratory Earn National Accreditation

The Clinical Laboratory, including Blood Bank and Respiratory, were awarded an accreditation by the Commission on Laboratory Accreditation of the College of American Pathologists (CAP). In addition, the Blood Bank was awarded accreditation by the American Association of Blood Banks (AABB). During the accreditation process, inspectors examine records, quality control of procedures, equipment, facilities and safety programs, as well as overall management for the preceding two years. This stringent inspection program is designed to specifically ensure the highest standard of care for patients.
Cardiac Rehabilitation Program Certified by Industry Leader

Milford Regional’s Cardiac Rehabilitation program was certified by the American Association of Cardiovascular and Pulmonary Rehabilitation (AACVPR) in 2017. AACVPR Program Certification is the only peer-review accreditation process designed to review individual programs for adherence to standards and guidelines developed and published by AACVPR and other professional societies. This certification recognizes Milford Regional for its commitment to improving the quality of life by enhancing standards of care. Cardiac rehabilitation programs are designed to help people with cardiovascular problems (e.g., heart attacks, coronary artery bypass graft surgery) recover faster and improve their quality of life. Milford Regional’s Cardiac Rehabilitation program participated in an application process that requires extensive documentation of the program’s practices. AACVPR-certified programs are recognized as leaders in the field of cardiovascular and pulmonary rehabilitation because they offer the most advanced practices available.
Milford Regional Receives an “A” for Patient Safety Once Again
Milford Regional Medical Center received an “A” for patient safety in both the spring and fall 2017 reviews by The Leapfrog Group, a nonprofit organization committed to driving quality, safety and transparency in the U.S. healthcare system. The Medical Center was one of 823 hospitals nationwide to receive an “A” for its commitment to reducing errors, infections and accidents that can harm patients, ranking it among the safest hospitals in the United States.
Milford Regional Receives High Performing Recognition by U.S. News & World Report
Each year, U.S. News & World Report ranks the performance of nearly 5,000 hospitals across the country on a variety of metrics. Milford Regional was pleased to receive a High Performing ranking for treatment of Chronic Obstructive Pulmonary Disease (COPD) in 2017.

Community Votes Milford Regional #1 Hospital in the Region
When the Community Newspaper Company announced winners for their annual Readers Choice Awards in 2017, Milford Regional received the “#1 Hospital” award locally, as well as the “#1 Regional Favorite Hospital” award, which surveys 23 surrounding towns. This community vote of confidence is one of the most cherished by the entire Milford Regional team, as it shows the enthusiasm and confidence of those we treat every day.
Distinguished as a 2017 Most Wired Hospital

Milford Regional was named a 2017 Most Wired hospital, a recognition that has been given to only nine hospitals in Massachusetts for excellence in information technology. The recognition was based on the results of the 19th Annual HealthCare’s Most Wired® survey released recently by the American Hospital Association’s Health Forum, a leading industry barometer measuring information technology use and adoption among hospitals nationwide. As a Most Wired hospital, Milford Regional is recognized for its robust wireless network for providers and clinical staff, use of assistive technologies to ensure positive patient identification, electronic prescribing, electronic transmission of summary of care records for transition in care, redundancies that support patient care in the event of a disaster and strong security safeguards to protect patient health information.

While it is very important to recognize the healthcare industry benchmarks and accreditations that Milford Regional has accomplished as a progressive healthcare system in 2017, it is also important for our community to understand the extraordinary efforts made by our nurses, volunteers and other partners on a daily basis that contribute to the excellence in care we strive for at Milford Regional. Milford Regional Nurses are Second to None
As part of Milford Regional’s Nurses Week celebration every year, a Nurse of Distinction is selected who demonstrates Milford Regional’s values in his/her professional practice by providing exceptional care. This year, peers in each unit of the hospital chose nominees for this prestigious honor. At a heartwarming presentation, the nurse manager recognized each nominee for her quality work and character. The 2017 nominees were: Cheryl Hamel, RN (Emergency Department), Samantha Titlebaum, RN (MP1), Erin Henry, RN (Consigli), Lisa Gervais, RN (ICU), Melissa Levitt, RN (Gannett), Jenn Ferreira, RN (Informatics), Gabby Coffin, RN (Gannett), and Sharon Pellerin, RN (Maternity). We are pleased to announce the 2017 Nurse of Distinction was Lisa Gervais, RN from the ICU.

Volunteers are Vital to Milford Regional
Milford Regional is blessed with a group of extraordinary volunteers that bestow the Medical Center with their gift of giving daily. In 2017, 511 volunteers provided 34,404 hours of support to patients and staff.
As the hospital has evolved, so has the role volunteers play in providing more patient interactive assistance. In 2017, a new program was developed with the Surgery Center nursing staff that called for a Surgical Family Liaison Volunteer. The goal was to enhance communication between family members and the Surgery Center staff, keeping families up to date with time expectations and the location of patients. This sensitivity to the concerns of family members has been much appreciated and the feedback has been very positive. It goes without saying that everyone at Milford Regional owes a debt of gratitude to these generous volunteers for all that they do every day.

Milford Regional Receives Employment Award from Massachusetts Clubhouse Coalition
Milford Regional received the 2017 Annual Employer Award from the Massachusetts Clubhouse Coalition, celebrating its employer partnership with Crossroads Clubhouse. The award recognizes the hospital for choosing to diversify their workforce by employing adults and young adults with psychiatric disabilities through Crossroads Clubhouse, an employment and recovery center located in Hopedale.
