A letter from President Ed Kelly to the community
Fiscal Year 2024 ushered in mission-driven momentum as we worked toward making our corporate affiliation with UMass Memorial Health official. On Oct. 1, 2024, that affiliation was formalized and we took our longstanding partnership to the next level. Now, Milford Regional, including Milford Regional Physician Group, is better positioned for a promising future. As we lean into ways to expand in key clinical areas where patient need has outgrown current capacity, we begin to realize our ability to get better and better as part of the UMass Memorial Health system.
Milford Regional’s signature culture and compassion continue to serve as a steady backdrop as enhancements due to our corporate affiliation begin to take shape. Our caregivers continue to deliver on our community-centered mission. As a result, we opened our latest satellite location in Medway, offering greater convenience to patients in Medway and its neighboring communities to access Urgent Care and physician practices, as well as imaging and laboratory services. At the same time, our attention to quality and safety continues to be recognized through accolades such as the Leapfrog “Grade A” for patient safety, and with our new status as a Center of Excellence in Surgical Safety, due to our remarkable work to improve our smoke evacuations during procedures involving cauterizations. And, we were named among the top ten best hospitals in Massachusetts by Newsweek.
As we work to ensure our community has local access to high quality primary and specialty care services, we have also paid careful attention to making sure these services meet our community’s needs. Our Community Benefits Committee oversaw the 2024 Community Health Needs Assessment and is now implementing a three-year community-wide plan to ensure needs identified as part of the assessment, are addressed. We also embarked on Milford Regional’s first Health Equity Strategic Plan, as we apply our commitment to Diversity, Equity and Inclusion through the patient outcomes lens.
And, we continue to reap the benefits of our dedicated and loyal community supporters. That support was palpable at our Annual Mélange Gala and Live Auction, when our community generously contributed $1.3m. Fund-A-Need contributions at the event will go toward the second phase of our Operating Room renovations, bringing industry-leading video integration to expand our surgical capabilities.
As we advance our mission over the next year, we will keep an eye toward service and growth, doing the basics well and leveraging Milford Regional’s strategic advantages to care for the community we continue to have the honor to serve.

Edward J. Kelly
President
UMass Memorial Health – Milford Regional Medical Center
Introduction
Milford Regional and UMass Memorial Health Formalize Their Corporate Affiliation

UMass Memorial Health (UMMH) announced October 1, 2024 that Milford Regional Medical Center, inclusive of Milford Regional Physician Group, and its employees are now formally part of the UMMH system. Milford Regional Medical Center’s name is now officially UMass Memorial Health – Milford Regional Medical Center.
“We welcome Milford Regional caregivers to the UMass Memorial Health family and look forward to supporting Milford Regional as it advances its commitment to providing exceptional healthcare services to the greater Milford community,” said Eric Dickson, MD, President and CEO of UMass Memorial Health.
UMass Memorial welcomes approximately 2,500 Milford Regional employees and providers, which grows the system to include more than 20,000 caregivers. Ed Kelly, President of Milford Regional, will continue his role and will join the UMass Memorial Health’s senior leadership team.
Among the positive benefits offered by this new affiliation are:
- Preserving Milford Regional Medical Center as an acute care hospital offering inpatient and outpatient services, ensuring access to high quality, local care for the Milford community;
- Supporting strategic capital investment in facilities, equipment and other infrastructure to support clinical care and the local community;
- Future integration of Milford Regional into the Epic electronic medical record system;
- Maintaining Milford Regional’s role as an employer of choice in the local/regional market, and enhancing Milford Regional’s ability to address ongoing workforce challenges; and
- Retaining a local community board of trustees, with Milford Regional having representation on the UMass Memorial parent board.
“Since first clinically partnering more than thirty years ago, our two organizations have realized much success through multiple points of patient-centered collaboration. Taking our longstanding partnership with Milford Regional to this next level allows UMass Memorial Health to meaningfully expand our continued work to provide high-quality, accessible, and affordable care to the communities of Central Massachusetts,” Dickson added.
“This is the right time and UMass Memorial Health is the right partner to pave the path for our promising future,” said Kelly, who explained further that UMMH and Milford Regional began their collaboration in 1991 when Milford Regional Medical Center became the first hospital to clinically affiliate with UMass Memorial Medical Center. “Since then, many additional clinical and educational programs have been created with UMMH to bolster the level of care offered to the greater Milford community through the Milford-based residency program; multiple surgical programs; and our innovative intensive care service, to name a few.”
According to Kelly, Milford Regional’s ability to provide highly specialized care, locally, is further enhanced as it will preserve its existing clinical relationships with other academic medical centers, including Dana-Farber Cancer Institute, Brigham and Women’s Hospital and Boston Children’s Hospital.
Today, Milford Regional is a nonprofit, acute care community and regional teaching hospital that includes 148-beds and 300 primary and specialty physicians that serve a region of 20-plus towns. Milford Regional has a long history of investing in community health needs; as part of its most recent renovation and expansion in 2015, it opened a 78,000 square-foot building that houses a new emergency department, intensive care unit and private patient rooms.

Community Health Needs Assessment and Strategic Implementation Plan
Milford Regional Medical Center’s Community Benefits Leadership and Advisory Committee had a very productive and impactful Fiscal Year 2024, actively focusing on completing the 2024 Community Health Needs Assessment and Strategic Implementation Plan, as well as the four healthcare priorities of mental health, access, homelessness and food insecurity and better health outcomes in Worcester County.
Milford Regional, in partnership with Holleran Consulting, began a comprehensive Community Health Needs Assessment (CHNA) to evaluate the health needs of individuals living in its service area. The year-long process examined a variety of health indicators, focusing on various health issues affecting the community’s different population groups.

A screenshot of the survey.
A number of key assessment tools were used including a key informant survey which was completed by nearly 70 individuals, an online community survey was completed by approximately 500 residents, and two online focus groups were held. Secondary data was also utilized from the latest census, the Massachusetts Dept of Public Health, the National Cancer Institute and county health rankings, among others.
Based on the data collected from the assessment tools, the 2024 Community Health Needs Assessment identified the four prioritized needs as follows: (1) access to health care and missing services; (2) affordability–income and housing; (3) mental/behavioral health and substance abuse; and (4) Worcester county health outcomes.
Based on the four prioritized needs, their seriousness and the opportunity to be impactful, the Community Benefits Committee agreed to focus specifically on the following areas for the next three-year cycle: (1) access to mental health/substance abuse providers; (2) food insecurity/access to healthy foods; (3) provider availability; (4) availability of mental health inpatient, outpatient and emergency room services for youth and elderly; and (5) access issues with regard to wait times, no appointments or insurance.

In conjunction with the CHNA, the Community Benefits Committee finalized the Strategic Implementation plan which provides the framework for the strategies, metrics and resources necessary to focus on the five priorities.
To view the 2024 CHNA and the Strategic Implementation Plan, visit https://www.milfordregional.org/about-us/community-benefits/
Accordingly, the Committee also worked to develop initiatives in an effort to bring about impactful changes focused on the four priorities of mental health, access, homelessness and food insecurity and better health outcomes in Worcester County.
Mental Health
Over the course of the year, the Committee sponsored two free webinars as part of the “Opening Doors to Youth Mental Health” series.
“Opening Doors to Youth Mental Health: Helping Parents Identify the Early Signs of ADHD, Anxiety and Depression,” was held in November. The webinar featured clinical and mental health professionals focusing on the early signs of ADHD, anxiety and depression while also recognizing typical, developing behaviors of children. Additionally, a panelist discussed her lived experience as a child with anxiety.
In June, the Committee also hosted “Opening Doors to Youth Mental Health: How Parents Can Best Support Their LGBTQ+ Child,” which featured clinical professionals’ expert guidance and provided resources to support positive mental health. A parent’s lived experience was also part of the webinar.
Access
The Committee partnered with Impact Melanoma and the Town of Milford to provide free sunscreen to patrons of the newly re-opened Fino Pool. IMPACT Melanoma is the nation’s leading nonprofit organization dedicated to reducing melanoma through education and programs.
The touch-free dispenser offered visitors access to SPF 30 sunscreen and was placed at the entrance of the new pool. The American Cancer Society recommends using a sunscreen with an SPF of 30 or higher to prevent skin cancer.
By providing free sunscreen to those who may not be able to afford it or who may have forgotten their sunscreen, Milford Regional provided residents with an impactful public health service in skin cancer prevention. Additionally, educational information on skin cancer prevention, courtesy of the American Cancer Society, was placed next to the sunscreen dispenser.
Homelessness and Food Insecurity
In an effort to bring more awareness to the state’s surge in homelessness, the Committee partnered with the Central Massachusetts Housing Alliance (CMHA) to develop an advertorial on the subject which included a Q & A from CMHA Executive Director Leah Bradley. The advertorial also included anonymous quotes from several local residents who have experienced homelessness. The advertorial was place in five local papers reaching more than 55,000 households and businesses.
Better Health Outcomes in Worcester County
Heart Failure was identified as a pressing health issue at Milford Regional. As a result, the Committee worked with the Heart Failure Clinic to translate patient communication into Portuguese and Spanish.
Milford Regional Health Equity Strategic Plan
Milford Regional Medical Center’s overall mission is to provide exceptional healthcare with dignity, compassion and respect. Ensuring health equity, inclusion and belonging is part of that mission. To that end, Milford Regional has made the advancement of health equity in our community a priority, and has outlined three broad system level goals for the next four years:
A. Reduce bias and healthcare delivery barriers that MassHealth members face while accessing services at UMass Memorial Health – Milford Regional Medical Center
B. Reduce structural barriers MassHealth patients face related to poverty and structural racism
C. Reduce disparities in health care delivery and health outcomes through regular review of stratified data and action plans
You can read more about the plan here: https://www.milfordregional.org/app/files/public/f29f8e17-489d-4225-8f3a-46265cc11938/HOSP-MILFD_Strategic%20Plan_Executive%20Summary_20231229.pdf
20th Annual Mélange Gala & Live Auction Raises Unparalleled $1.3 Million

Milford Regional Healthcare Foundation’s Mélange 2024 Gala and Live Auction—“An Enchanted Evening Awaits”—raised a record-breaking $1.3 million this year. The signature event was attended by nearly 400 Milford area business and community leaders, sponsors, friends, and supporters.
The premier fundraiser provided crucial funds needed to support the most immediate needs of the hospital. This year’s event marked the 20th year of the annual benefit. Given the emerald theme traditionally associated with 20th celebrations, guests journeyed through the Emerald City-adorned venue inspired by The Wizard of Oz.
A live auction featured multiple high-ticket bid items including international trips, season tickets to the New England Patriots, and a lobster bake for 50 people.
The “Fund-a-Need” portion of the auction supported the second phase of a major renovation to the hospital’s suite of eight operating rooms. This year’s Fund-a-Need bids will complement a major gift recently made by the Kevin and Leslie Lobisser Family Foundation to support the surgical renovation. Thanks to the Lobisser Family Foundation and success of this exceptional fundraising event, the Kevin and Leslie Lobisser Family Foundation Surgical Suite will be outfitted with the latest technology available for lights, booms and video integration that will significantly enhance Milford Regional’s surgical capabilities.
Year at a Glance
Fiscal Year 2024 ushered in much change for Milford Regional as we moved toward our corporate affiliation with UMass Memorial Health. In concert with that important work, Milford Regional advanced its mission of providing exceptional healthcare services to our community with dignity, compassion and respect. As always and throughout FY24, our team continued its unwavering focus on the priorities of quality and safety. We also evolved the breadth of our patient care delivery to better meet our community’s needs, providing further access to in-demand services.
Quality
EEG Laboratory Earns National Accreditation

The hospital’s Electroencephalogram (EEG) Laboratory was awarded accreditation by the American Board of Registration of Electroencephalographic and Evoked Potential Technologists (ABRET). Milford Regional is the only EEG lab in Massachusetts, outside of Greater Boston, that has earned this national distinction.
ABRET’s LAB-EEG program evaluates technical standards, laboratory policies and procedures, technologist credentialing and continued education; and audits quality from a year’s worth of test data to ensure the highest standards are being met.
An electroencephalogram (EEG) is a painless neurodiagnostic test that measures the electrical activity of a patient’s brain, also known as a brain wave test. It is used to diagnose and evaluate a number of conditions including epilepsy, sleep disorders, brain tumors, Alzheimer’s disease, narcolepsy and comas.
The successful five-year accreditation affirms Milford Regional’s EEG Laboratory has met strict standards and is recognized as a hospital where patients can have confidence in receiving top quality EEG testing.
Milford Regional Nationally Recognized as Center of Excellence in Surgical Safety

Milford Regional Medical Center was recognized as a Center of Excellence in Surgical Safety: Smoke Evacuation. The hospital earned the Go Clear Award from the Association of Perioperative Registered Nurses (AORN) for Milford Regional’s commitment to patient and workplace safety by ensuring a smoke-free environment in the operating room.
The Go Clear program was developed by AORN to help perioperative teams protect patients and staff from surgical smoke. AORN is a national organization which represents more than 200,000 surgical nurses across the country seeking to share and develop best practices for optimal outcomes in the operating room.
Surgical smoke is generated from certain surgical procedures involving lasers or electrosurgical devices. To reduce the potential negative effects of surgical smoke at Milford Regional, Director of Surgical Services Jennifer Larrabee and a team of individuals worked on smoke evacuation and mitigation measures.
To receive the Go Clear Award, Milford Regional had to complete several requirements over a three-year period, including educational modules by 250 surgical team members. A 12-week audit was also performed to ensure compliance of the smoke evacuation policy as well as verification that the proper equipment and filter system were in place for procedures.
Lab Celebrates “Autism Welcoming” Designation with Tour for Patients, Caregivers

Our laboratory received an “Autism Welcoming” designation from the Autism Alliance. Our lab held a one-day event for our patients with autism and their caregivers to explore the lab. The event allowed patients, families and caregivers to see meet the staff, sit in a chair and simulate a blood draw to help them be more comfortable with this important process. Our caregivers are not only specially trained about autism, can provide our patients with autism with calming tools, practice visits such as “No Needle” events, visual support and other sensory-friendly accommodation to create an overall welcoming atmosphere.
The laboratory is the latest service line to receive an “Autism Welcoming” certification, with the Emergency Department having received a certification in 2021.
Eleventh Consecutive Award Hallmarks Stroke Care Excellence

Milford Regional Medical Center’s multidisciplinary Stroke Committee once again proved the hospital’s quality of stroke care with an eleventh consecutive “Get With The Guidelines-Stroke” Gold Plus Award from the American Heart Association/American Stroke Association, as well as a Massachusetts Paul Coverdell Stroke Systems of Care Collaborative Award from the Commonwealth of Massachusetts.
The “Get With The Guidelines-Stroke” Gold Plus with Target: Stroke Honor Roll and Target: Type 2 Diabetes Honor Roll, was awarded in Summer 2024, based on data from 2023. Milford Regional also received the Coverdell Award for “Door to Needle <= 60 minutes from arrival for at least 90% of stroke patients” from the state in Summer 2024 for recognizing “participants’ achievements in meeting quality of care benchmarks and participation requirements during calendar year 2023.”
In 2023 Milford Regional transitioned to IV Tenecteplase as the thrombolytic of choice for Acute ischemic stroke, which has drastically decreased the hospital’s door-to-needle times.
“The stroke team works continuously to improve stroke care for our community, said Emergency Medicine Physician Dr. Karen DeFazio, who serves as Stroke Committee Co-chair. “It’s so critical to have support to give the highest quality and timely care to all our patients. In particular for stroke care, time sensitivity and expertise are paramount. I am honored to work with the accomplished members of the stroke team.”

New Addiction Care Team Announced

After receiving a grant from the Massachusetts Executive Office of Health and Human Services, Department of Public Health’s Bureau of Substance Addiction Services (BSAS), the hospital announced a new Milford Addiction Care Team (MACT), providing assessments, resources, counseling and recovery coaching to better care for and treat patients who suffer from alcohol dependency or substance use disorders while they are in the hospital.
Studies continue to show that interventions through a team of addiction care specialists within a hospital reduces readmission rates and increases participation in treatment.
The MACT consists of a licensed mental health counselor or social worker, recovery coaches and a program analyst. The team is managed by Milford Regional Director of Care Management Ann Wilkins, MSW, LICSW, CPUR, and reports directly to Milford Regional Manager of Behavior Health Jill MacCormack, LICSW. Joining the MACT are Substance Abuse Clinician Lisa Antonio, LMHC, and Substance Abuse Counselor/Recovery Coach Don Canova.

The Patient and Visitor Code of Conduct was announced in January and is intended to establish an expectation of respectful behavior from patients and visitors in order to provide for a secure, caring and inclusive atmosphere throughout the Milford Regional system.

Ribbon-Cutting Ceremony Held for New Medway Satellite Location

Nearly 50 people attended a ribbon-cutting ceremony in celebration of the opening for Milford Regional’s newest community-based satellite location—Milford Regional in Medway. Representatives from Milford Regional Physician Group, Milford Regional Medical Center, Lobisser & Ferreira, as well as state legislators and Medway town officials were present for the March 13 event.
The 22,000 square-foot healthcare facility, located at 68A Main St. in Medway, offers adult and pediatric primary care; obstetrics and gynecology; sports medicine; urgent care; and laboratory and X-ray services. The facility provides expanded healthcare to Medway and neighboring communities.

Renovations at Milford Rehab and Sports Medicine Bring Improved Services

An expansion to the Milford Regional Rehabilitation and Sports Medicine facility in Milford opened in 2024, providing patients with improved and expanded therapy services.
Phase one of the expansion, which renovated the former Edward M. Kennedy location at the 42 Cape Road plaza with occupational therapy, speech therapy and pediatric physical therapy, opened to the public on August 12. Phase two of the project, which renovated vacant space in the back of main clinic, had a soft opening mid-September.
The additional suite increased space from 12,000 square feet to over 15,000 square feet. The renovations bring new spaces for therapies, including dedicated space for pediatric physical therapy. A new functional rock wall and sensory swings allow for treatments of a variety of pediatric dysfunctions.
Among the improvements in the original suite are the addition of nine additional, private treatment rooms, as well as expanded and renovated space with a focus on therapies for mobility, balance and coordination.
“The expanded and renovated facility will not only meet the increasing demand for pediatric services but also improve the care we provide to our adult patients, especially in specialized areas such as sports medicine, orthopedics, vertigo, pelvic health, and lymphedema,” said Director of Rehabilitation Services Joni Brown. “With the added space and new equipment, we are able to deliver even more comprehensive and effective treatments to the community.”
Transitions in Care Clinic Helps Manage Care for Those Without Established PCP
Milford Regional Medical Center opened the Transitions in Care Clinic to better manage a patient’s health condition after leaving the hospital. Located on the fourth floor of the Hill Health Center, this clinic is specifically designed for recently discharged patients who do not currently have a primary care provider.
The clinic provides short-term, follow-up care after a hospital discharge or Emergency Room visit. Staffed by experienced physician assistants and nurse practitioners from the Hospitalist program, the goal is to educate patients about their health conditions and empower them with an individualized treatment plan to reduce their risk of returning to the hospital.
Over a maximum of three months or three visits, our clinicians will stabilize the patient, monitor the patient’s health, review prescriptions, and recommend specialist follow-up when needed. Once the clinic appointments are complete, the patient will be assisted in finding a primary care provider.
